Public Sector Awards

GLORIA (Government Labour Relations Information & Advice)

GSLR maintains GLORIA , which documents industrial relations advice regarding the interaction of the Public Sector CSA Agreement 2021, the Public Service Award 1992 and the Government Officers Salaries, Allowances and Conditions Award 1989.

Guidance Material

The Public Sector CSA Agreement 2022 (GA10) was registered in the Western Australian Industrial Relations Commission (WAIRC) on 21 February 2023. The Agreement commences operation on 21 February 2023 and expires on 12 June 2024. Salary increases apply from the expiry of the predecessor agreement (GA9) on 13 June 2022.

While GA10 largely reflects GA9, there are a number of key changes, which are explained further below.

Access to Overtime	Clause 25.2 (a) prescribes a new entitlement for employees remunerated up to the equivalent of general division 8.1 with access to overtime penalties (if approved) for time off in lieu and travelling.	N/A
Personal Leave	The updated clause 26 – Personal Leave replaces non-cumulative leave with cumulative credits such that all unused leave can now accrue from year to year. Clauses 26.15 to 26.17 recognises employer’s commitment to create a mentally healthy workplace through training and employee assistance program services. Foster Carer's Leave	The agreement introduces a new entitlement, Foster Carer’s Leave, in clause 39, to support employees who are registered foster carers. More information can be found in the attached Guideline.	Guidance Note Foster Carers Leave
Public Health Emergency Leave	The new provision at clause 40 provides a 20 day non-cumulative leave entitlement to employees effected by public health emergencies. Compassionate leave for Early Pregnancy Loss	Clause 41 - Compassionate Leave for Early Pregnancy Loss prescribes three days of paid leave for employees or their partners who lost a pregnancy. Parental Leave	Clause 42 – Parental and Related Leave replaces former clauses providing for maternity leave, adoption leave and other parent leave. The clause also imports applicable parental leave entitlements under National Employment Standards from the Fair Work Act 2009, providing a single information source for parental leave entitlements. Superannuation on Unpaid Parental Leave	The new agreement, under clause 43.2, increases superannuation contributions on unpaid parental leave to 24 weeks.	N/A
Remote Location Allowance	Remote community allowance payable under clause 48(2)(a) has now been increased to $4,000 per annum under the new agreement.	N/A

Responding to work-related information and communication outside work hours	Clauses 52.15 to 52.19 provides principles for both employers and employees in relation to managing work-related communication outside work hours. Paid Union Meetings	Under clause 54.2 employees are granted paid time off to attend up to four 1 hour union meetings per calendar year.	N/A

Gender Pay Equity	Clause 56.3 allows evidence of gender pay gaps to be raised for discussion with the Peak Consultative Forum, who will decide on appropriate action.	N/A
